XRP is trading around $1.40, remaining just below the $1.42 resistance level as the U.S. Senate prepares for a procedural vote on the CLARITY Act. The market is showing mixed signals, with the daily chart maintaining a cautiously positive structure while shorter-term momentum has weakened.
At current levels, XRP is trading close to its daily pivot and remains positioned between nearby support and resistance. While the broader daily setup has yet to show a clear breakdown, intraday indicators suggest traders are still waiting for a stronger directional signal.
The Senate vote is an important development, but it should not be viewed as a final decision on the legislation. The September 15 vote is procedural and relates to the bill’s progress through the Senate. Additional legislative action would be required before the CLARITY Act could become law.
Ahead of the vote, Senate Republicans released a revised 630-page draft of the legislation. Among the changes, the proposal would require trading protocols controlled by identifiable individuals or groups to register with the Commodity Futures Trading Commission (CFTC). The revised draft also maintains ethics provisions that would prevent public officials, government employees and their spouses from issuing or sponsoring digital assets.
The CLARITY Act is designed to create a federal regulatory framework for digital assets while defining the responsibilities of U.S. financial regulators. However, even if the procedural vote moves the bill forward, the legislation would still face additional steps in the Senate before reaching any final outcome.
For XRP traders, the upcoming vote therefore represents an important market catalyst rather than a definitive turning point. With XRP still hovering near $1.40, the next move could depend on whether buyers can push the price through $1.42 resistance or whether weakening short-term momentum leads to renewed pressure on nearby support.
